Support Family Caregivers in Your Community

The Administration for Community Living (ACL), a division of the U.S. Department of Health and Human Services, oversaw the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act Advisory Council and the development of the 2022 National Strategy to Support Family Caregivers. The documents and resources below relate to the work of the council, the creation and implementation of the National Strategy, and related efforts.

2022 National Strategy to Support Family Caregivers

The 2022 National Strategy to Support Family Caregivers was created to support family caregivers of all ages, from youth to grandparents, and regardless of where they live or what caregiving looks like for them and their loved ones. The strategy was developed jointly by the advisory councils created by the RAISE Family Caregiving Act and the Supporting Grandparents Raising Grandchildren Act, with extensive input from the public, including family caregivers and the people they support.

This document is a component of the 2022 National Strategy and describes the four key principles that must be reflected in all efforts to improve support to family caregivers. These principles are cross-cutting issues that influence the caregiving experience and how supports and services are accessed and used.

2024 Federal Progress Report on the National Strategy

On September 17, 2024, ACL delivered a Report to Congress on Federal Implementation of the Strategy. The report found that, in the two years since the strategy’s release, nearly all the federal actions committed to in 2022 were complete or are in progress, and federal agencies committed to almost 40 new actions since the strategy’s release.

Along with the report, ACL published a set of data tables showing the status of nearly 350 actions undertaken by 15 federal agencies in support of the strategy.

On September 22, 2021, the RAISE Family Caregiving Advisory Council released its initial report to Congress. This report outlines the challenges faced by family caregivers, federal programs currently available to support them, and provides 26 recommendations for better supporting family caregivers.

The council worked with The John A. Hartford Foundation, the National Academy for State Health Policy, and the National Alliance for Caregiving (NAC) to recruit 26 caregivers from across the nation representing a range of caregiving situations and needs. NAC interviewed the caregivers virtually. Their stories appear throughout the council’s report to Congress to illustrate the complexities, demands, and rewards of family caregiving. In this series of short videos, you can hear from each of them about their experiences.

The RAISE Family Caregivers Act called for a comprehensive inventory of federal programs that assist family caregivers. As of September 2021, 50+ program descriptions have been collected from federal agencies.

The RAISE Family Caregivers Act of 2017 was signed into law in January 2018. It consists of three key elements: the formation of the nation’s first Family Caregiving Advisory Council; the development of a Report to Congress; and the creation of National Family Caregiving Strategy. This fact sheet outlines the elements of the law and plans for implementation as of September 2021.
